Swiss unemployment insurance (ALV) is an insurance, not an unconditional income. From the Unemployment Insurance Act (AVIG) flows the so-called duty to minimise the damage: you must do everything reasonable to avoid unemployment or end it as quickly as possible. Each individual obligation is simply that principle translated into your everyday routine.

Worth knowing: the duty doesn't begin only at registration. Already during your notice period — while you are still employed — you must look for a new job and be able to prove those efforts later.

Work efforts — the central monthly obligation

The heart of your obligations is your personal work efforts. How many applications are expected per month is set individually by your personal advisor — depending on your profession, region and the state of the labour market. A rough rule of thumb is often around ten good-quality applications a month, but what counts is always the specific arrangement with your RAV.

Two things matter: quantity and quality. Blind copies sent to firms that aren't hiring count for little. What's asked for are genuine applications tailored to the posting — for advertised roles as well as speculative applications. You must record every effort: date, company, contact person, application channel and the outcome.

You provide the proof on the "Proof of work efforts" form, which you usually submit by the 5th of the following month. Miss that deadline or show too few efforts, and you risk suspension days — a temporary cut to your daily allowances.

Appointments, instructions and suitable work

Alongside applications there are further, equally binding obligations:

Counselling appointments: RAV appointments are mandatory. Failing to appear without an excuse counts as a breach. If you genuinely cannot attend, tell your RAV beforehand.
Instructions and labour-market measures: The RAV may enrol you in courses, application training or programmes. Such instructions are binding.
Suitable work: You may not turn down a role deemed suitable. Work is suitable when, among other things, it is appropriately paid (as a rule at least around 70% of your insured earnings), matches customary working conditions, and the daily commute stays reasonable (usually up to about two hours each way).

Availability, absences and reporting duties

To be entitled to daily allowances you must be placeable — that is, ready and able to start a suitable job quickly. Anyone travelling or otherwise unavailable must arrange it in advance: holidays during unemployment are only possible within your allotted controlled days and after agreement with the RAV.

Equally important is your reporting duty. If you take up interim earnings, fall ill or your situation changes, report it without delay. Concealed changes often lead to reclaims later — and, in the worst case, to suspicion of drawing benefits unlawfully.

What a breach of obligations can trigger

Breach one of these obligations and the RAV imposes suspension days: your daily allowances are withheld for a set number of days. How many depends on the degree of fault — from a few days for too few applications to considerably more for self-inflicted unemployment. You can object to any decision within 30 days. The simplest path, though, is to keep sanctions from arising in the first place — through complete, timely proofs.

How to stay compliant without the stress

Most sanctions arise not from bad faith but from disorganisation and time pressure around the turn of the month. A few habits keep you comfortably on the safe side:

Log every application immediately, not from memory at month-end.
